What HJR5 Means to Idaho

Eric Milstead, director of the Idaho Legislative Services Office, will discuss HJR5, an amendment to the Idaho Constitution giving the state's lawmakers more say in agency rule making. It passed with 56 percent of the vote on Nov. 8, and allows the Idaho Legislature to reject or change rules by executive branch agencies in a process known as a legislative veto. Sponsored by the Idaho Council on Industry and the Environment.
