Idaho Insurance Officials Approve 5 Percent Rate Hike for 2019 Individual Health Plans, Enrollment Begins Nov. 1.

Idaho insurance officials unveiled the final rates this morning for individual and small group health insurance plans. Individual plans for 2019 will increase by an average of 5 percent, a significant drop from this year's average rate hike of 27 percent. For the past three years, Idaho had averaged a 24-percent yearly increase for individual plans. Insurance carriers had proposed an 8 percent increase for next year.

"Although I wish I could report no increase, I'm thankful that the Department was able to work with the carriers in reducing the proposed increase," said Idaho Department of Insurance Director Dean Cameron.

Blue Cross of Idaho and PacificSource were granted the highest average rate hikes for 2019, each averaging an overall increase of 10 percent for individual plans. Regence BlueShield of Idaho and Mountain Health CO-OP were each granted an overall increase of 7 percent for individual plans. SelectHealth was the only carrier with an overall decrease in individual rates: 1 percent lower than 2018.

Open enrollment on the state-managed health insurance exchange, Your Health Idaho, will begin Thursday, Nov. 1. Four carriers will offer 293 separate plans. This year's enrollment period will end Saturday, Dec. 15.
