Delta Adds Daily Nonstops Between Boise, Los Angeles

Officials at Boise Airport announced Monday that a new nonstop route to and from Los Angeles International Airport on Delta Airlines will commence Thursday, June 5.

The daily flights will depart from Boise every day at 6:15 a.m., arriving in Los Angeles at 7:15 a.m. (Pacific Time). Return flights will depart Los Angeles at 7:30 p.m. (Pacific Time), arriving in Boise at 10:35 p.m.

The new jet service will be aboard a 76-seat Ebraer 175 aircraft, operated by Delta Connection.

“We are pleased Delta sees opportunity for growth in the Boise region and that they have chosen to dedicate their valuable resources to our market," said Boise Airport Director Rebecca Hupp. "The new Delta flight will provide Boise passengers with an additional choice when traveling to Southern California, as well as valuable connection options for international travel."

The news about the new Delta connection follows recent announcements that Southwest Airlines was connecting Boise to Chicago Midway and Alaska Airlines was adding daily service between Boise and Salt Lake City.

Ice Sends Jet Sliding Off Missoula Airport Runway

While much of the Treasure Valley has been experiencing significant rainfall in the past several days, the region's higher elevations continue to be inundated with ice and snow. Case in point: the Missoula (Mont.) International Airport, where a SkyWest Airlines flight slid off the runway March 4.

This morning's Missoulian reports that the Salt Lake City-bound flight left the airport's departure gate on time, but minutes later, it skidded on a sheet of ice and got stuck in a snowbank. The National Weather Service reported that freezing fog was hanging over the airfield at the time.

Missoula needed to suspend all inbound and outbound flights for most of Tuesday morning, as crews extracted the jet from the snowbank. SkyWest officials said none of the passengers was hurt or required medical attention.

KTVB-7: Boise TSA Agents Skipped Work, Didn't Follow Instructions, Made Inappropriate Comments

KTVB-7 is reporting that its investigation of Transportation Security Administration records has revealed dozens of cases of TSA misconduct in Idaho, "from skipping work to making inappropriate comments of a sexual nature."

A 33-page report, titled "TSA Could Strengthen Monitoring of Allegations of Employee Misconduct," chronicled thousands of cases between 2010 and 2012, and though Idaho's cases accounted for less than 1 percent of reported misconduct cases, they included 22 instances of "failure to follow procedures or instructions," 15 instances of "inappropriate comments or conduct," 13 instances of being "tardy or absent," four instances of "DWI" and three more instances classified as "other (including workplace violence, allowing unauthorized access)."

KTVB-7 reports that the TSA followed up with the following actions: 22 letters of reprimand, 14 suspensions, 10 terminations, 11 others classified as "unknown."

The TSA issued the following statement:

"All aspects of our workforce regimen - hiring, promotion, retention, training, proactive compliance inspections, investigations, and adjudications - are driven by adherence to the
highest ethical standards. There is zero tolerance for misconduct in the workplace and TSA takes appropriate action when substantiated, including anything from a referral to law enforcement or termination of employment."

New Direct Service To San Diego Takes Off From Boise Airport

Alaska Airlines flight No. 3484 took off from the Boise Airport this morning at 10:30 a.m. and landed in San Diego just before noon, Pacific Time. The flight launched a new Boise-San Diego service which, beginning today, offers a non-stop daily flight scheduled for 10:30 a.m. Return flights will depart from San Diego at 5:35 Pacific Time and arrive in Boise at 8:40 p.m.

To celebrate the new service Alaska offered introductory fares starting from $99 each way.

Airport officials are still anxious to secure direct flights to an East Cost hub. In mid-October the Boise Airport failed to secure a $700,000 federal grant to establish a new non-stop connection to New York, Washington, D.C., Charlotte, N.C.; or Atlanta. The City of Boise, the Greater Boise Auditorium District and the Idaho Division of Tourism had all pledged some matching funds if the grant had come through.

Cleared for Takeoff: FAA Loosens Restrictions on E-Devices

The Federal Aviation Administration finally acknowledged this morning what most travelers had suspected all along: that electronic devices such as Kindles, iPads and iPhones weren't disrupting takeoffs and landings on commercial airliners.

The FAA cleared the gadgets for takeoff, saying they'll soon be allowed during all phases of flight "very soon." Airlines will have the final say, but the majority of carriers are expected to agree with the ruling. Connecting to the Internet will still be prohibited when planes are less than 10,000 feet in the air. Voice calls will also remain prohibited during flight, under a separate rule from the Federal Communications Commission.

This morning's decision came from the findings of a 28-member committee representing airlines, airline manufacturers, electronics makers, pilots and flight attendants. Consumer groups had argued that electronic readers were no more dangerous than books during takeoff and landing.

Idaho Mountain Express: $34 Million for Hailey Airport Upgrade

Officials at Hailey's Friedman Memorial Airport have been given a new price tag of $34 million to bring the airport in line with federally mandated safety standards.

The Friedman Memorial Airport Authority has known for some time that the runway needed to undergo changes to accommodate larger planes per a congressional mandate. For example, aircraft such as the C-III, which is commonly used by Horizon Air, currently flies in and out of Friedman but only under a special agreement.

This morning's Idaho Mountain Express reports that federal grants are expected to cover approximately $28 million worth of the necessary improvements, while private interests will pay approximately $3.6 million to build new hangars, leaving the airport to come up with around $2.3 million, which will mainly come from a $4.50 passenger facility fee applied to every airline ticket.

In the spring of 2014, the runway will be closed for about 25 days to accommodate moving the south half of its west taxiway 70 feet further west. In the summer of 2014, repaving to strengthen a parking apron on the north side of the airport terminal will begin. In the winter of 2014-2015 there will be a partial relocation and expansion of the airport terminal. In spring of 2015, there will be more terminal modifications the north half of the west taxiway will be moved, again closing the runway for 25 days. In the summer of 2015, a cargo apron will be repaved at the north end of the airport.

Additionally, a $4 million move of the air traffic control tower is expected to occur within the next 10 years.

'Dream Comes True' For Artist in Unveiling at Boise Airport

With nearly 3 million passengers traveling through the Boise Airport each year, one of Idaho's highest profile art projects, titled "Along the River's Edge," was unveiled Oct. 3 in the ticketing lobby of the airport.

“When I first read the ‘Call to Artists,’ I had this strong sense of standing in the airport and looking up and seeing my work in this huge format—never really believing that it was a possibility—I still had that vision,” said Anne Peterson Klahr, the winner of a national contest commissioned by the Boise City Department of Aviation. “Well, dreams come true and this has been an amazing journey.”

The selection panel consisted of stake holders from the airport, city council, artists in the community and together they picked Klahr’s work for the new mural.

“It fits perfectly. And that is typically an afterthought. The artwork stands on its own, you wouldn’t pick it because it matches the carpet,” said Josh Olson, Cultural Asset Manager at the Boise City of Department of Art and History.

The Boise City Department of Arts and History has invested $3.7 million in public art assets.

“As I travel for work and for city business, I find that many people are surprised that a city of our size will make this type of commitment to art,” said Boise City Council member Lauren McClean. “And I love talking about it. It makes works like this in our airport possible, which also makes our airport unique.”

For Boise Airport Commissioner Paul Cunningham, Klahr's artwork in the airport further solidifies Boise’s identity.

“I think it is all part of branding Boise. We are the city of trees. This [artwork] is a representative of natural environment of Boise,” said Cunningham. “It is a great addition to the airport and the city.”

Artist Belinda Isley was another finalist, and her work, entitled "Are We There Yet?" will also be displayed in the lobby of the Airport. City officials insisted that even though Isley's work came in second place, it was worthy of a place at the airport. Isley's work uses historic photographs, antique ephemera and vintage objects from Boise’s past.

“In this piece, I wanted to honor the people from all walks of life who saw such possibilities in our land. This piece celebrates Idaho and Boise’s 150 anniversary,” said Isley.

Allegiant Air Hit With String of Delays, Cancellations

Travelers of Allegiant Air, which operates twice-a-week air service between Boise and Las Vegas, have been grounded by a string of delays or cancellations for a full week.

Problems began to escalate Sept. 16 during an emergency evacuation which revealed a compliance issue, triggering an immediate inspection and overhaul of emergency exit slides. Allegiant decided to ground the majority of its fleet of MD-80 aircraft.

Flights were canceled Sept. 20, 21, 22 and again on Sept. 23. Other flights were postponed or delayed.

According to a company statement, "it is unknown how long the disruption in flight schedules will last." Allegiant has since reached out to other carriers to assist in operating its schedule. "Allegiant expects delays and reschedules to continue, but is working around-the-clock to reaccommodate and update passengers," said the statement.

Meanwhile, Allegiant is offering $100 vouchers for flights delayed less than four hours, $150 for flights delayed four to six hours, $200 vouchers for flights delayed six or more hours and a full refund and $200 for rescheduled flights.

New Sun Valley Air Service Will Offer Direct Link to San Francisco

While officials at Hailey's Friedman Memorial Airport continue to debate runway alternatives to the airport, new air service was announced Aug. 23 connecting the Wood River Valley to San Francisco with direct flights.

Beginning Thursday, Dec. 12, United Airlines will operate a CRJ 700 jet, to link Sun Valley with United's San Francisco hub. The daily flight will operate during the height of Sun Valley's ski season—December through March—and resume during the summer peak, July through September.

The flight will depart San Francisco at 10:40 a.m. (Pacific Time) each day and arrive in Sun Valley at 1:22 p.m. and a return flight will depart Sun Valley at 1:57 p.m., arriving in San Francisco at 2:54. (Pacific Time).

Meanwhile, Friedman Memorial Airport has been put on notice from the U.S. government that it must bring its runway safety into new compliance standards by the end of 2015. However, the airport is located within too confined a space to fully meet the standards.

A temporary fix, proposed by airport planners and presented to the Federal Aviation Administration, would relocate some of the airport's taxiways and hangars.

Tribune: Fate of Four Idaho Airport Towers Up in the Air

A stop-gap effort to keep air-traffic control operations going at small airports in Idaho and across the nation could once again run out of funding, and airport managers are sounding the alarm.

When the so-called sequestration kicked in last spring, pulling $486 million from the Federal Aviation Administration, Congress stepped in to move approximately $250 million from unspent funds to the FAA to keep traffic control towers open. The move enabled operations to continue at 149 airports, including Hailey's Friedman Memorial Airport, Lewiston-Nez Perce County Airport, Idaho Falls Regional Airport and the Pocatello Airport.

But the short-term fix runs out on Monday, Sept. 30 and this morning's Lewiston Tribune reports that officials at the Lewiston airport are urging stakeholders to contact their congressional representatives to help fix the looming problem.

"It's not clear at this point if those measures will be enacted into law by Oct. 1," wrote Robin Turn, Lewiston's airport manager. "North Central Idaho, southeastern Washington and northeastern Oregon should be concerned that the U.S. Department of Transportation and the FAA may target air traffic control towers for closure once again in the absence of certainty within the budget process."

Of the nation's 5,000 public airports, only about 10 percent have regularly manned control towers. And 200 of the small- to medium-sized airports have towers operated by private contractors at an annual cost of more than $500,000 each.
