During his annual State of the State address Monday, Gov. C.L. "Butch" Otter gave his support to issuing bonds that would fund a new 579-bed mental health facility south of Boise. According to Idaho Department of Correction Director Brent Reinke, the project has been in the works since 2006-2007.
