Planning and Zoning to Take Up Capitol Boulevard Drive-Thru Proposal

A development company has plans to build four retail buildings and a surface parking lot in an empty lot in downtown Boise, a project that may move forward at a Monday, Jan. 7, meeting of the city's Planning and Zoning Commission.

Located at 300 S. Capitol Blvd.—at the corner of Capitol Boulevard and Front Street—developers the Hawkins Company have eyed converting a 1.7-acre dirt lot which currently houses approximately 250 parking spaces into four retail buildings and an approximately 80-stall parking lot.

Though tenants have not been named, one of the buildings, a 2,500-square-foot structure adjacent to Capitol Boulevard, would feature a drive-thru window if Planning and Zoning approves a conditional use permit.

In a document attached to the agenda, staff outlined the drive-thru's effect on the area:

"The drive-thru is compatible with other uses on the site, and those within the surrounding neighborhood. There are other auto-oriented uses in the immediate vicinity, including a convenience store one block to the south and bank with drive-thru window immediately across the street to the north."

However, staff also cited concern with the "suburban style" of the development, even though the project is in compliance with zoning ordinance.

"Given the location at one of the most prominent and visible intersections in the city, staff is concerned the project might be an underutilization of the site," according to the report.
