Caldwell Optometrist Admits to Fraud, False Diagnoses


A Caldwell optometrist has admitted to defrauding health care benefit programs and agreed to $1 million in restitution.

U.S. Attorney Wendy Olson announced this morning the guilty plea of 59-year-old Christopher Card, owner of Total Vision in Caldwell.

Federal prosecutors said that between 1993 and 2010, Card defrauded Idaho Medicaid, Medicare, Blue Cross of Idaho, Regence Blue Shield of Idaho and the Railroad Retirement Board by submitting false claims for reimbursement. Feds claimed Card offered false diagnoses, including glaucoma, color blindness and macular degeneration, triggering the fraudulent claims. In particular, 18 patients were diagnosed by Card as having glaucoma or glaucoma-related conditions, when in fact, other optometrists said they only suffered from the eye disease.

Card is set to be sentenced on Tuesday, Oct. 30.
