Boise mega-developer Mark Rivers wants to craft a one-of-a-kind holiday market and festival that he promises will generate millions of dollars for city coffers. However the city he wants to do it in is Niagara Falls, New York.
This past week, Mark Rivers, best known in Boise for his BODO development, flew to the Cataract City to pitch his idea. But Rivers told Niagara Falls officials that he wouldn't launch the Christmas festival/marketplace without an infusion of cash from Niagara Falls casinos—to the tune of $200,000. The initial reaction was mixed. Some Niagara Falls council members wanted Rivers to invest more of his own money. Some were enthused but all agreed to table the issue pending further investigation into the proposal. Rivers was raised in upstate New York.
