Emmett Officer, Roommate Charged in Accidental Shooting of Toddlers


A bizarre incident involving an off-duty Emmett police officer, in which two toddlers were accidentally shot, has resulted in charges against the policewoman and her roommate.

Due to a potential conflict of interest, Ada County prosecutors have taken over the case. According to investigators, on Aug. 6, a service weapon belonging to Kim Judy was discharged, shooting a 3-year-old in the hip and a 2-year-old in the hand. The children were the sons of Whysper Rowden. Rowden was also struck in the arm.

Tuesday, Sept. 7, Judy and Rowen were arrested and charged with two counts of felony injury to a child. Judy was booked and released from the Canyon County Jail. Rowden is being held on $10,000 bail at the Gem County jail.

Judy had already been placed on administrative leave by the Emmett Police Department.
