Here is a snippet from Gov. Otter's inaugural 2007 State of the State:
For our colleges and universities, I am recommending a general fund appropriation of more than $275.6 million. That includes $12.9 million to help make salaries more competitive.

Now the whole country knows what Idahoans have known all along: The kind of pride, determination and competitive spirit the Broncos showed against Oklahoma last week is what makes our state motto ring so true.

Otter has already indicated the Broncos will feature in his speech today ... but he's also telegraphed his intentions to not increase funding for Boise State or the state's other colleges and universities. The 2007 speech is an interesting read in retrospect: Otter could brag on 3.3 percent unemployment, record exports and a spirit of bipartisanship in those heady days.
Not so much today, though Otter will likely attempt to paint a rosy picture. In fact, the Broncos may be the only constant in Otter's first administration.
