This summer, the city launched a "pilot" program, Have a Heart, Give Smart, at the Albertsons on State and 17th Streets, using posters and leaflets to encourage citizens to make donations to charities or organizations rather than individuals. Tuesday night, city officials reported to the City Council that "panhandling dropped about 10 percent during the pilot project."
