about the way that a cut in the number of hours for behavioral therapy offered through the state Medicaid program affects their family. Give it a read.
If Spencer was meant to be Otter's Joe the Plumber, it looks like the tactic could backfire. Spencer's mother is clearly not stumping for the governor's budget cuts, though Popkey seems convinced his story dramatically affected the governor's sensibilities. I think the governor hoped Spencer's story would make him appear sympathetic, but, while she refuses to judge him, Spencer's mother makes it clear that Otter's actions speak louder than words: "The governor's priorities are different, but I would never judge anybody on whether they care or not."
